Star has grown from a small farming community into one of the fastest-growing cities in the Treasure Valley. Most of its homes are new subdivisions built in the last 15 years, with older farmhouses and acreage around the edges. The city sits mostly in Ada County, with some of its growth area extending into Canyon County, so which county office you deal with can depend on your exact address.
New construction has fewer worn-out pipes, but it has its own patterns: plumbing connections that were never quite tight, appliance hoses, water heaters in garages, and drywall and framing that are still settling. Many new homes sit on crawlspaces, where a leak can run unnoticed.
Inside city limits, rebuild permits go through the City of Star. Outside the city, they go through Ada County or Canyon County depending on location. Water and sewer service in much of Star is provided by a local water and sewer district, which can help shut off service at the meter. Check any contractor's Idaho registration with the Division of Occupational and Professional Licenses (DOPL) before signing.
In a newer home, a failure may be a builder warranty issue, an insurance claim, or both. Report water damage to your insurer promptly anyway, since delaying can hurt the claim, and notify your builder in writing at the same time. Keep the failed part (a fitting, hose or valve) because it may show what caused the leak. Your insurer may pursue the builder or manufacturer later, which is called subrogation.
Requests come from Star's newer subdivisions north and south of State Street, older properties near the town center, and surrounding acreage toward Middleton and Eagle.
Many Star homes are only a few years old. Most builders give a one-year workmanship warranty and longer coverage for structural or systems defects, often through a third-party warranty company. If a fitting the plumber installed fails, the builder or plumber may be responsible. If a hose on an appliance you bought bursts, the builder probably is not. Either way, start drying immediately; waiting for a warranty decision can turn a drying job into a mold job.
